are there alternatives java applets (or web starts) , flash (or silverlight) browser application allows file access / hardware access client machine?

java , flash/silverlight both have deficiencies makes them unfeasible solutions projects.

are there new technologies purpose, not yet popular might in near future?

no there's no technology right or in future allowed web browser. such technology allow hackers take control of personal computers without passing check.
